Board of Trustees

The Trust is overseen by a seven-member Board of Trustees. Under AS 47.30.016, Membership of the Board, Trustees are appointed by the governor and must be confirmed by the Legislature. The appointments are for five-year, staggered terms. When a Trustee's term expires, the individual continues to serve until re-appointed and reconfirmed by the Legislature or until a new Trustee is appointed and confirmed.

Trustee Profiles

 William Doolittle, MD., Chair, Board of Trustees
Bill is a retired physician who serves as a medical consultant to the Social Security Administration and the Alaska Division of Vocational Rehabilitation. He retired from the day-to-day practice of medicine in 1997, but maintains his medical certification and is licensed in Alaska. His 43-year career included serving five terms as chief of staff at Fairbanks Memorial Hospital, medical director of the North Pole Fire Department EMS Service, director of the Arctic Medical Research Laboratory and chief of medicine for Bassett Army Hospital at Ft. Wainwright. He began his medical training and career in the Army and retired with the rank of lieutenant colonel. He graduated from the University of Vermont with degrees in science and medicine. Currently he serves on the Fairbanks Memorial Hospital Foundation Board of Trustees and the Fairbanks Chronic Inebriate Program Task Group. The task group is a community partnership with representatives from health care, law enforcement and the judicial system who are attempting to improve the lives of people dealing with chronic alcoholism. Term expires April 2014

Laraine Derr, Vice-Chair, Board of Trustees; Chair, Finance Committee
Laraine is a Juneau resident who spent much of her career in public service. Following retirement in 2005, she opened Chez Alaska Cooking School, a recreational cooking school catering to the tourist trade in the summer and local citizens in the winter. She previously served two years as director of the state of Alaska Boards and Commissions Office, where she was responsible for recommendations to the governor for 120 boards and commissions. Prior to that, Laraine spent seven years as president and CEO for the Alaska state Hospital and Nursing Home Association. This position gave her direct insight into Alaska's health care industry. She has also served as Commissioner of Revenue whose duties include service on the Permanent Fund Board, the Alaska Housing Finance Board, and the advisory board for the Alaska State Retirement Systems. Her experience also includes serving as head of the School of Business and Public Administration for the University of Alaska Southeast. Laraine serves on a number of boards and commissions, is chair of the University of Alaska Southeast College of Fellows, and is a member of the University of Alaska Foundation Board. Term Expires March 2015

 Paula Easley, Secretary/Treasurer, Board of Trustees
Paula's years of service to Alaska have come in many forms, especially in the public policy arena regarding land-use issues and the natural resource development. She served as long-time executive director of the Resource Development Council (RDC) and handled federal regulatory affairs during Anchorage Mayor, Tom Fink's terms of office. She collaborates with fiscally conservative think tanks around the country and maintains grassroots lobbying networks on regulatory and policy issues affecting Alaska. She is a business owner, author, public relations consultant and columnist for local and national publications. Paula serves on the RDC Board of Directors, the executive committee of Arctic Power, and as vice-chair of the Nationwide Public Projects Coalition. Paula was appointed to the Regulatory Fairness Advisory Board by President Clinton and the National Public Lands Advisory Council by Presidents Reagan and G.H.W. Bush. She has been listed in Heritage Foundation's Annual Guide to Public Policy Experts since 1995. Term expires April 2013

Mary Jane Michael 
Mary Jane has been actively engaged in disability advocacy and community development for more than 25 years.  She was appointed executive director for the Office of Economic and Community Development for the Municipality of Anchorage and served from 2003 to 2009.  She oversaw city planning, public lands, and major city initiatives.  She served 18 years as long time executive director for The Arc of Anchorage advocating for statewide services and legislation for persons with developmental and other disabilities. She also served as executive director for Anchorage Neighborhood Housing Services promoting affordable rental housing, home ownership, and neighborhood revitalization. Mary Jane is knowledgeable in beneficiary programs and services, capital project development, and resource development.  She has served on numerous boards and community initiatives including the revitalization of Mountain View. She has a master's degree in rehabilitation counseling from the University of Northern Colorado. Term expires March 2015

 

 


 Larry Norene
Larry is a life-long Alaskan, who lives and works in Eagle River. A semi-retired real estate broker and appraiser with extensive knowledge of land management and resource development, he has owned a real estate brokerage firm for more than 35 years. His past work experience also includes the development of several subdivisions in the Mat-Su and Anchorage areas. Term expires March 2013

Russ Webb
Russ has 30 years of public service in Alaska's health and social services systems serving Trust beneficiaries and two years experience as a private consultant. During his career, Russ served at every level from direct service provider to Deputy Commissioner of the Alaska Department of Health & Social Services. He brings to the board an extensive background in public policy and program development along with practical experience in service delivery and program management. His experience includes developing legislation; developing and implementing operating and capital budgets; managing statewide service delivery systems and statewide as well as community-specific planning efforts; and designing, awarding, and managing statewide grant programs and contract services provided by non-profit and for-profit organizations, tribes, and individuals. Russ also possesses a detailed knowledge of Trust beneficiaries and beneficiary-related issues, having served on three of The Trust's advisory boards and as a Trust Program Officer for nearly three years. He has a bachelor of science degree in psychology from the University of Tulsa in Oklahoma. Term expires March 2016
